采购经理 Procurement Manager

职位描述
The Medical Equipment Manager works under the Materials Management teamand supports DeltaHealth’s daily administration of tasks, scheduling andproblem solving related to medical equipment and consumables planningand procurement. Reporting to the Materials Management functionalleader, he/she will participate in the medical equipment and consumablespurchase activities, such as user preference and technical requirementcollection, supplier sourcing and management, supplier databasemanagement, and deal with all related internal stakeholder.
Essential Management Duties & Responsibilities 主要工作职责

• Working with user departments (medical doctors, nursing and otherancillary services) on collecting business needs from function,performance and cost control perspectives.
• Prepare bidding/tendering documents on medical equipment, instrumentsand consumable by working with internal customers, external experts orQS firms.
• Sourcing the suitable vendors and communicate with them on therequirements and product selections.
• Organize the tendering process (open public tendering, competitivebidding and/or price negotiation) to get the most suitable products withoptimal price.
• Negotiate procurement and service contracts and ensure properexecution.
• Follow up on procurement process. Ensure on time deliveries.
• Manage the ME installation and training by vendors and coordinate withuser departments on follow up issues
• Fixed assets registration and management
• Medical equipment maintenance management (contract negotiations andcoordination with Biomedical Engineering Department)
• Manage the budgeting of medical equipment (ME) and consumables withuser departments and Finance.
• Support Fidelity on medical equipment and other medical relatedprocurement for the new hospital projects, including all the equipmentfor general hospital clinics, ER, Operation Theater, ICU/CCU, Ward,Health Screening Center, Imaging Center, Lab, Blood Bank and Pharmacy.
• Be responsible for other procurement related activities as needed,such as importation of the equipment

Qualifications 岗位要求

Education & Experience 学历背景与专业经历
• A bachelor’s degree from top university, medical degree is a plus
• Over five years of experiences in medical equipment and/consumableprocurement for Class 2A or above hospital preferred
• Experience in managing various bidding processes.
• Good communications skills in both English and Chinese Mandarin, andgood interpersonal skills
• Good team work, organizational skills and ability to work withmultiple deadlines
• Strong internal customer & business focus, result orientation andchange management experience
• Knowledge of ERP (Oracle)system is a plus
