Description
SAIC-Frederick, Inc., a subsidiary of SAIC, is the Operations andTechnical Support Contractor for the National Cancer Institute atFrederick (NCI-Frederick) a federally funded research and developmentcenter. SAIC-Frederick, Inc. is one of four related NCI contractson-site and serves as the infrastructure support for the entire center.The contract is the largest single research contract awarded by theDepartment of Health and Human Services (DHHS) and it is thedepartment’s only Government-owned, contractor-operated facility contract.
SAIC-Frederick, Inc. and our Clinical Research Program are currentlysearching for a Project Manager II to manage and coordinate assignedproject management activities associated with the National CancerInstitute’s (NCI) Division of Cancer Treatment and Diagnosis (DCTD),focusing specifically on the division’s Rapid Access to InterventionDevelopment (RAID) program. RAID is designed to facilitate thetransition of novel, scientifically meritorious therapeutic drugs andbiologics from the academic community to the clinic by providing NCIresources for preclinical development.
This position requires strong analytical, communication, and teamfacilitation skills to collaborate with key stakeholders. The ProjectManager must be a strategic thinker able to prioritize team activitiesand make recommendations with limited direction on appropriate coursesof action in response to project results. Manages 2-3 development teamsat any given time. Ensures timely contributions by all team members.Develops implementation plans, timelines, and budgets. Reports projectprogress to appropriate members of the DCTD. Conducts regular teammeetings, develops agendas, and distributes minutes. Identifiespotential bottlenecks in upcoming development processes and works withall team members and senior management to resolve them. Coordinates withthe DCTD and other project managers the allocation of limited resourcesin the most effective fashion, given current priorities and timelines.Provides support for agents under development from other DCTD programs.Serves as liaison between senior managers. Prepares reports (e.g.,semi-annual, annual, and quarterly reports and self-evaluations).
REQUIRED SKILLS: Possession of a Doctoral degree in a scientificdiscipline from an accredited college or university or equivalentexperience. Certified IRB or clinical research professional preferred.Foreign educated candidates who have completed part or all of theireducation outside of the United States must have their foreign educationevaluated by an SAIC-approved accrediting organization to assure that ithas met the equivalency of the qualifications of degree work in theUnited States. In addition to the educational requirement, a minimum 8years of experience directly related to drug development, showingprogressively increasing responsibilities, and experience in projectmanagement of multiple concurrent drug development projects. Knowledgeutilizing project management tools, methodologies, practices, andinfrastructure, as related to the biopharmaceutical industry. Thisposition is subject to obtaining a public trust clearance.
DESIRED SKILLS: Experience in project management and pharmaceuticaldevelopment processes (especially preclinical to early clinicaltransition) in the biotechnology, pharmaceutical, or other healthcarerelated field. Familiarity with pharmaceutical/toxicity, manufacturing,regulatory issues, patient enrollment, and other clinical operations.Project Management Professional (PMP) certification a plus. Advanceddegree and/or certifications in project management and the life sciences.
