Purpose: The purpose of Senior Health Outcomes Scientist is to provide scientificsupport on health outcomes (HO) research activities within the medicaldepartment as well as activities related to the access of our productsinto the local market by: • Technical Lead for Health Outcomes in China working collaborativelywith Global Health Outcomes (GHO) function • Leading the development and implementation of HO strategies thateffectively support pricing, and market access objectives in China • Support the Health Outcomes Scientist(s) in their technicaldevelopment • Provide Chinese input into Global HO plan • Manage the efficient and timely development of HO deliverables (valuemessages, publications, and health economic models) • Provide HO support for Key Account Management and other customerinitiatives • Develop and manage research partnerships with academia, thoughtleaders, other customers, and contract research organizations to enhancethe impact of HO projects • Facilitate the communication of research results to customers throughinteraction with key internal customers • Collaborate and support Medical and Corporate Affairs teams in China • Overall management of HO budget in China for assigned projects

Personnel Development/Technical Leadership • Primary support in China for Health Outcome Scientist and other Chinaemployees’ technical career development. • Ensure staff receives necessary scientific guidance inepidemiological, clinical, economic and research and that develops andimplements health outcomes research agenda that supportsprice/reimbursement/access of Lilly products at launch, and as theproduct matures in the marketplace. • Ensure appropriate consistency in performance management evaluationsthrough effective collaboration with functional leadership. • Identify and analyze problems, makes timely proposals for solutionsand decisions. Discuss them with management.
Development of Health Outcomes Research Studies: • Designing & conducting studies to evaluate the value of new healthcare interventions. Studies include evaluation of resource utilization,health-related quality of life (HRQL) and other patient-reportedoutcomes (PROs). Experience in statistical methodologies. • Discuss and provide inputs regarding clinical plan, protocol designand study follow-up with global/regional cluster. • Write and submit manuscripts to peer-reviewed scientific journals.Present research at scientific conferences. Health Economics Research: • Responsible for defining the health economics strategy and for drivingthe design and delivery of HE documentation to optimize market access(price, reimbursement and formulary listing) of current and newpharmaceuticals • Develop health economic models including cost-effectiveness andbudgetary impact, provide technical writing support for scientificcommunications, and make scientific presentations of the health economicstudies. • Hands on experience in developing health economic models usingTreeAge, Excel, or similar decision analysis software. Support PRA (Price, Reimbursement and Access) related activities • Play a strategic role in market access related issues by contributingto project teams in the development of price positioning and accessstrategies and contributing with information on healthcare delivery,reimbursement, payment systems and economic evaluation in China. • Responsible for building knowledge around Health Economics andOutcomes research within the organization through educationalactivities. Strong linkages with academia in China and engagement intechnical external organizations (ie ISPOR, HTAI, iHEA). • Excellent interpersonal and communication skills - with goodpresentation skills and an ability to operate effectively in across-functional setting.
Customer Orientation & Communication: • Develop business and foster client relations. • Maintain an external network of research partners to outsource work towhen appropriate • Promote and disseminate scientific knowledge in health outcomesresearch both internally and externally (across payors, physicians,pharmacists, etc) • Communicate effectively with all members of the team locally andglobally • Represent Medical at internal and external professional meetings Teamwork & Attitude: • Show therapeutic/clinical/technical influence across numerousdepartments • High levels of initiative, drive and commitment. Minimum Qualification Requirements: • Medical or Pharmacy Degree and a formal training in health economics,epidemiology, public health or equivalent. • At least two years experience working as a health outcomes scientist,with sufficient capability to eventually direct projects in healthoutcomes research including designing, conducting anddisseminating/communicating health economics or health outcomesresearch, develop economic models and write scientific communications
Other Information/Additional Preferences: • Well-developed project management and communication skills along withan ability to work independently and to manage multiple projectssimultaneously. • A proven track record of scientific communications including abstractsand peer-reviewed manuscripts. • Ability to work successfully in a matrix organization with strategicvision, creativity, influence, decision-making, and negotiation skillsis required. • Strong oral presentation skills and being influential with clients andthe scientific community, with ability to develop business and fosterclient relations. • A thorough understanding and knowledge of statistics. • Excellent written and oral English skills.
